Buy, Wait, or Skip: Ten Mediterranean Districts Scored

A foreign buyer with €500,000 to deploy across Greek and Cypriot property markets has access to a lot of data and almost no framework for synthesising it. Median asking prices tell you what a district costs; interquartile ranges tell you whether the market is liquid; shape labels tell you whether you're competing with a luxury tail. What none of those signals tell you, taken alone, is whether now is the moment to enter. We built a deterministic three-input score that does. It applies the same formula to every district MPI tracks — five Cypriot, five Greek — and produces a single recommendation: Buy, Wait, or Skip. Does the data actually support recommending one district over another, or is everyone winging it?

The model

Three inputs, each normalised across the ten-district panel:

Each input is weighted, normalised, summed. Top tertile → Buy; middle → Wait; bottom → Skip. Re-runs quarterly as new RPPI data lands.

One worked example: Limassol

Limassol scores at the Wait end of the panel. Its price momentum is the strongest in the cohort (+9.90% YoY through 2025-Q4), but the market structure is bifurcated (coastal premium tail divorced from the local floor), and its foreign-capital exposure is maximal — Russian and Israeli buyers dominate the high end. The yield compression we documented separately on /cyprus/yield-tension (gap of −4.87 percentage points against the national rent baseline) is the third input expressed compactly. High price momentum alone is not a Buy signal; price momentum plus compressing yields plus thin-tail structure is a Wait signal.
